I just got Sleeping Dogs from the link lolo posted ( http://www.direct2play.com/226-sleeping-dogs-steam-pc-game-digital-download-multilanguage-region-free.html ), and it is a russian key. Payed with PP, and the game activated fine without VPN.
My question is what is STEAMs policy on keys like that. After all this is a region free game, right? I have another game like that (Dead Island) that I played and it never got revoked or anything. I'm sure there or others here that buy many other (RU) games, and even region locked ones. Anyone ever had STEAM give them shit about this?

I understand that Steam may give you problems if you happen to buy a stolen key (no matter you didn't steal it but just bought it from someone or some site).
For instance, someone walked into a retail store, opened the cd case of "X " steamworks game and wrote down the key which he later sold to you (directly, through a website, whatever). As the unfortunate buyer of that cd returns the defective product, the store notifies the distributor and so on until that info reaches Valve who then blacklists the key. You activate the key on Steam, an "alarm" is triggered by the blacklisted key just activated and BAM, Valve bans your account until you provide physical proof of purchase, which of course you don't have.
So, basically you just have to be careful about where you buy your steam keys.
