some people are more prone to detect flickering though (experience with dynamic movement, like for example in fps games, seems to help train your eyes to it), so that figure seems to be relative to experience as well as to the way of how those 25 images are created (low framerate on CRT monitors for example is easier to spot than on TFTs).

The bottom line is that the human eye can experience/detect far more than 24/25 frames per second. 24/25 is just the minimum.
EDIT: as i said, the above 75hz is for CRT monitors, other ways of projection (TFT, interlaced on TV, and double frames in cinema) are "easier on the eyes"
as for the notion that "the eyes" cant see more, here is a paper that should help you understand, that it is not the eyes with which we see, but with our brains (i.e. visual "limitations" stem from areas of the visual cortices and seem to be modifiable by learning / experience).

So if you sat down and started playing a fps or whatever and had 60 fps without you knowing, and then someone switched it over to 25 fps without you knowing, you wouldn't know the difference? As you say, it's just an illusion so if you weren't told of this switching, logically you wouldn't notice anything at all.
