Bought a lot of games from Amazon with a random address from Texas, had no issues. Although, I have a special non personalized Visa, which is not tied to any address or name, so that might be why.

My account still works too. I reckon it's pretty much what h4wkeye said; the dude who got banned was a builk-buyer, basically exploiting the address system to snag a ton of cheap games that he could later make a profit on. No loss.
