i bought civ5 and now i feel left out with the game of the year editions being on sale but no way to cheaply upgrade my vanilla version

Forget it, nuuvem's problem right now is that you cannot buy EA games without a south american IP.
And their latest promotions were with EA titles alone, just like this one. 
Paypal is working AFAIK, but you can't add EA games to your basket.
