From technical point of view torrent tracking is perfectly legal as long as you can prove that you cannot monitor what's beeing transfered with the use of such tracked torrents (after all, anyone can name their torrent "splinter cell" no matter if it contains splinter cell, ultimate manga collection or home made videos, so you'd have to d/l everything yourself, pretty imposible if you ask me).
But said that you shouldn't risk running torrent site unless you can pay lots of cash over extended time to a lawyer who'd prove the above in court.

1. Everything i don't use should be wiped of internet cos it uses bandwidth i would do better with.
2. Google is illegal becouse every website creation requires use of copyrighted material which webmasters don't have right to (absolutely no exceptions)
