So thanks to the industrious posters here (Bendi, and 3E74) - I've now merged both of their edits in to one coalesced.bin file.
As always, back up your original file/saves beforehand.
Replace yours located in (...\Mass Effect 3\BIOGame\CookedPCConsole\) with this one to :
Double the military strength of your war assets. This is effectively the same thing as setting your Galactic Readiness level to 100%, allowing you to get full use of the assets you find without having to worry about MP. It's not cheating, it's how the game should have implemented the feature in the first place. MP should NOT dictate single player outcomes, in any game, EVER, especially RPGs. (Note: you must start a new game for these changes to take effect, did not work on my previous quicksave). Hopefully Bendi's multiplication skills are up to par!
Hit F12 to give yourself the CE weapons. You only have to do this once per character, then save your game. (confirmed working)

Thank you Immunity.. and thank you Bendi and 3E74. Fantastic work guys! I've already been doing my own editing of the INI, adding military strength but it only works on assets not yet acquired, which is why a restart is the best way to "maximise" everything.

What the fuck did I just play? All the decisions I made previously, and in previous games, all rendered meaningless, all the people I helped, every alliance I made, wiped away in a single stupid 5 minute cutscene. How were any of those options choices? They were all exactly the same, they all resulted in the same thing, just with different colors. Spoiler: | Galactic civilization was destroyed, countless solar systems, including Earth, were destroyed. HOW THE FUCK IS THAT IN ANYWAY A GOOD ENDING???? | I did the impossible according to the end dialog with the Spoiler: | geth and quarian alliance | and the dialog glossed over that little fact by repeating the same bullshit of Spoiler: | herp derp AI and organics will kill each other forever I PROVED YOU WRONG SHITHEAD | I can get some of the themes, but I wasn't given a choice, I was given three flavors of dogshit with a choice of sprinkles, cookie crumbs, or bullshit syrup. I can understand trying to be philosophical, but they pulled it off terribly by forcing you to do it and ignoring all your past choices and events, not to mention the fact that they insult you by implying you actually have a choice, when all the choices are exactly the damn same. I would have settled fine with a cliche "Good Guy Saves The Universe and Fucks His Girl/Guy" ending, rather than this fucking mess.

I used the save editor to increase the War Assets but i still wasn't able to to get the "perfect" ending according to the IGN's guide http://www.ign.com/wikis/mass-effect-3/Endings. I went with the "synergy" ending. I thoroughly enjoyed each one of the games but this is by far the shittiest thing that BioWare could have done to conclude this saga.
This was fun but it also infuriated the shit out of me. Bah! I am done. Time to uninstall this and get drunk.

The file does NOT work retroactively. It's best to copy it over and start a NEW game so that it can work the way it's supposed to.
Galactic Readiness cannot be changed at the moment (it will always be 50% if you don't touch multi-player.)
Example of how the stock game works: You find.....
A Turian Warship
100 points x .5 (the multiplier that can't change) = 50 points effective.
What this modded file does is.....
A Turian Warship
200 points x.5 (the multiplier that can't change) = 100 points effective.
If you played the multi-player fully on a legit copy....
A Turian Warship
100 points x 1.00 (the multiplier that changed due to MP) = 100 points effective.
It basically nullifies the MP component of the game so you don't get penalized for not playing it. Effective is what determines your ending choices, thereby allowing you to play the game for what it was meant to be played as (SP), without shafting you.

Well based on the leaked story details that ending does not have that little bonus scene.
(Which is a bit forced again, I guess.)
EDIT:
That will allow you to edit the war readiness "score" parts of the save directly.
(Can mass edit them all if you want, just enter 500 or 1000 in the value field and you'll get a couple of thousand points directly depending on how many individual assets you have.)

Red ending, which is imo True ending, can have several different outcomes.
The same red ending can:
Destroy earth and organics and machines
destroy earth bulidings and not touch organics but kill machines
destroy reappers and other machines onyl. (not touching infrastructure and organics)
This one i am not sure - destroy only reapers?

So what are some of the best decision->consequence scenes you have seen in the game thus far?

I saved Wrex in ME1, and instead of the douchebag Urdnot Wreav, Wrex is in charge. This also leads to Eve surviving (compared to with non-imported save EVE dies, and Wreav alone is in charge).
I forgot to disable the bomb on the krogan homeworld which leads to the bomb detonating and A LOT of krogans (+EVE) die. Wrex is devestated and reminds me of this several times (You done fucked up son)
I started out playing without an imported save and when I rescue the students they are also being led by students. One of the students sacrifices his life to save his friends (at the biotic academy).
With my imported save Jack is leading the students and everyone survives.

Been watching my brother play the game all afternoon and man the aesthetics are just so... like... I mean it's like the game lacks polish. Which was there in 2 as far as aesthetics go. Now it just feels very... drained / lifeless.
Fuck this. I'm gonna go replay Alpha Protocol. Now that is a game that deserves a Trilogy.
It won't.
Obsidian will probably fuck it up anyway by trying to appeal to the masses too.
