He probably meant it like Call of Duty 4, Call of Duty 5 and Call of Duty 6 compared to ArmA 1, ArmA 2 and ArmA 3 but not as ArmA = CoD.
I can't agree though, ArmA 2 added many improvements over ArmA 1 and ArmA 3 adds stuff like underwater missions, proper physics (Via PhysX) and further overhauls the game engine.
(Not just separate campaigns with minor improvements between each title.)
IMO the ARMA series does not address's is major shortcomings - The animations, the voice thingy, and blandness of the environment, when in play -
ARMA 1, 2 feel the same and this one looks to follow the same rout. i don't care for more weapons vehicles hats or whatever, but what is put in the game must work together and blend seamlessly- thats not the case with ARMA
Even do I favor ARMA gameplay over Cod, Cod is a far better polished product.
The reasons i dont play either one are very different.
Yes the animations (via PhysX.) is one of the key areas ArmA 3 improves upon in the game engine as far as I know.
Animations could be heavily improved via this but we'll see once more videos and other material becomes available, destruction will likely be far improved though instead of the static and animated system used currently, maybe they could even implement better (Not that they are bad or so though.) ballistics systems and properties this way.
It seems that this highly anticipated military sim game has been pushed back to Q4 2012. ArmA 3 was previously slated for a Summer 2012 release but according to the official website, it’s now scheduled for a Q4 2012 release. This basically means that the game will hit stores sometime between October and December.
- A Steam account is a static immaterial investment that gains value but said value cannot be exchanged back to money except when sold whole, although Valve frowns upon that, too.
- As a rule Steam prices for new games is way, way too high especially considering the above point.
- Steam doesn't evoke trust as a platform for heavily moddable games.
- Some people want to keep physical copies of their favorite games out of sentiment or independence from needlessly authoritarian connection, software and consumer unfriendly term requirements.
- Regarding consumer unfriendliness, Steam has a no refunds policy no matter how cheated you feel.

Technically I understand them, because Valve has the control to manipulate user accounts and they don't refund. I'm not sure about Sprocket though, if they allow refunds.
There was this link in some thread here somewhere about some lawyer talked about Steam and buying or owning games via Third-party clients.

Im looking forward for it, still play two weekly missions on coop in a "community" with arma2 + ace mod + acre, awesome game if you like infantry simulators.

Dwarden went on and admitted that the mouse control mechanics need a little bit tweaking. ArmA 2 currently does not offer a 1:1 – for both Y and X axis - movement, something that will be possible featured in ArmA 3 as it’s currently a WIP feature.
In addition, Dwarden has revealed that smoothness could be improved by lowering render frames ahead of treshold and thinks that there should be more options related to raw input
and to mouse acceleration, an issue that some players had in the past.
Dwarden concluded that Bohemia is looking into ways to make the mouse control more responsive, more precise and smoother in both axis.
However the company will not compromise its ‘whole body’ feature, thus players will again move the character’s body. Which is good news for all ArmA fans out there.
These sorts of improvements are, imo, exactly what the series needs. I'm excited they are focusing on playability. Just hearing this lets me consider day 1 purchase. Otherwise non.
I never was into military simulators, but I played a bit of ArmA (1) and I can certainly see the appeal. What I want to say is that I really respect these developers. They're not crapping on everything they did so far, everything they like to do, just to get more money.
