not sure about that file but I just bought the game on steam and it's version 2.1 so that's fine.
btw, victoria 2 is 66% off on steam today

HOWEVER, if you ignore teh USA crap. the real game (Europe) is actually fantastic, this "Xpack" fixes fuckloads of things and makes fuckloads of stuff better

lol says it cannot find Victoria II installed... fuck off.. Prolly becasue it's a stand alone I'd imagine.

- NF for production type now affects artisan choices a bit more
- Pops now actually care about ideology of parties as well as which issues they have during elections

- Fixed bug with taking a loan after load a save without ticking one day.
- Fixed bug in leaders auto generation, in case when there is no navies but admirals are spammed
