I would say almost all of the Hitman games starting since Hitman 2 had pretty darn good 'AI'. Those are some incredibly challenging games on the hardest mode.

yeah i'll agree with that for the most part, it's not really a best of type AI, but for hitman and stealth games where the feasible just wouldn't work it does do it's job in most hitman games quite nicely.
honestly though, i think the worst thing about the AI in hitman, you aggro the wrong person and suddenly the entire map is after you, they really only seem to have an "off" or "zerg rush" setting, no in between.

I have yet to be impressed by the AI in any game. But, the best I have seen so far is in the UT and The elder scrolls series. UT bots have to work with navigation, objectives, power- ups, teamwork. The elder scrolls certainly are not perfect but getting better with enemies finding weapons, using spells/ranged attacks and strategies.
I just completed Stanford's online AI class and have to say I don't think poor AI is due to lack of processing power, but not enough effort put into it.

Definitely the original F.E.A.R. - nothing has come close to it since.
They relied on ingenuity and clever pathing to make the AI truly have a sense of working together, varying their tactics, and flanking. COD, BF3, hell, pretty much all FPS' stand to learn a thing or two from those guys - and that was how many years ago?
Sad (i.e. lazy) state the industry is in now'a'days.
I can never be free, because the shackles I wear can't be touched or be seen.

none of it is luck based like most turn based games

For its time, the JA series had an impressive AI that reacted to your mercs and tried to flank you.

This topic made me replay F.E.A.R
This game rocks hard!!!
I havent played it some years and I have been trained mainstream week during this time... Really. After replaying this, I can't look at any modern game the same way. Every fps seems like utter crap now.
First of. God damn incredible firefights!!! No single game have so great looking and feeling firefights! Sparkles, dust, blood, SHOOTGUN action. its amazing. ive finished this game like 5 times when it came out and its even more amazing now, among all this mainstream shooters.
AI is completly incredible. They are communicating, Trying to fool me by doing rapid moves or saying something they don't do. They know where I am and saying things lie "he is flanking from left" etc. but doesnt wait on me there just to be shooted. the fuckers play hide and seek like 10yo kids. brilliant.
they use cover and move fast. Shoot while running in every direction, throw grenades when i am in tight spots, lure behind corners only to run around the room and shoot me in the back.
Even once I think, the fight is finished and there is no one left, Some guy will fallow me and shoot me, even if I go to another room instnce. They are not stupid. Scripting or not, I don't care. They don't want to be shoot and behave like skilled soldiers and use tactics and environment.
Graphic still look great, especially firefights. Sound is great. overall its a good and scray game. i love it.
just replay it on high difficulty and You will hate this gen

Yeah, FEAR eclipses anything in the derp generation of games (CoD et al).
The only reason studios are not compelled to make more brilliant games, like FEAR, is because they know they can get away with mind numbing shit like COD. At the end of the day, it's our fault for buying shit like COD.
I'm proud to admit, that I never bought any derp shooters my entire life, and never will. My money goes elsewhere, thank you - like to indies, who still have some fucking balls.

They produce mind-numbing shit because FEAR would be too hard for the current generation.

Don't give me that - look, I've seen my GF, who has never played games in her life pick up and get very good with ut2004 in under a month. At the beginning I had to explain to her how to walk. Then she couldn't navigate and shoot at the same time (the phase most girls get stuck at). Now she plays with us in LAN parties, and does decent for herself with good movement and aim.
So if someone, who's a complete beginner can jump in and enjoy one of the hardest shooters against good foes, then there is no excuse for people, who can already play something like CoD to make the next few steps and up their game.
People COULD easily master hard games - they're just too lazy and contempt with what they already have - which is CoD shit.
CoD makes my blood boil, seriously. These people, who think they're playing a fast paced "twitch" shooter, when they play CoD - I'd smack their face in

The AI isn't dumb, it's just basic and strictly controlled. Developing games with such an AI has nothing to do with what gamers want, it's easier and faster.
