You don't pay for the DLCs, those are just bonuses used to promote the figurines.

if you buy the digital version of ME3, don't see how they could send you these figurines, so I think you can buy DLC only without them.

the default male Shepard is a no way for me, just too boring. I've made a female vanguard, good with teammates, badass with ennemies, very nice, so will see how it is in ME3.

but you can always load a previous saved game, so in fact you can continue the storyline from ME2, where is the prob'.
If you got the money and like the game, just buy it.

That "easier on newcomers" thingie doesn't sound too bad. I bet it's basically a sort of previously on Bioware's Mass Effect intro where all the story/characters are explained, imo.
