They can't? Of course they can, and indeed should, especially with the possibility of having several marketplaces. If developers want their software there, then uphold quality standards or go somewhere else.
BTW, Apple does not enforce UI standards or requirements for the AppStore. The only criteria are software ought to do what it advertises to do and there are no crashes, and that software does not use private API. The first is something that should be enforced everywhere on all platforms. In before "hurr durr open source durr hurr can't enforce non-crashing software that does what it is suppose to". Second is also understandable, as the so called "private API" is subject to change and can potentially cause problems for the software after every update. The problem with Apple's public APIs is that it is inexplicably lacking (actually very explicable Laughing ), but with Cydia all such limitations are gone.

Nice find Leo, lots of good ones in there.

Some of it is not ICS though, like dropbox; they've hard coded those colors. Same for twitter. That's just silly app styling, hard coding the old style for some reason. And some of it is just author OCD, like his point about "items" in the gallery. Semantically, items makes much more sense.

The single button bars are stupid though, dumb decisions there.

First time I see a blog dedicated to shit like this though Very Happy

Updated today to a (finally) stable ICS for the Sensation, so far i'm loving it!

Runs smooth as fuck.

The best thing about it (so far), is the folder option that is a standard now:
