They're not really random, some are quest related and others are tied to those dragon altars/certain areas. Those, like everything else, will respawn over time.
Words of power can found on dragon altars or in dungeons - caves, old dragur ruins, burrows. And a few shouts can be learned at the greybeards monastery.
The quest from the trader in Riverwook will get you your first shout. However you need to go to Whiterun and kill your first dragon to unlock that shout.
I've seen quite a few people confused by this so I'll say this for who ever feels like it falls into that category; in order to get a shout/thum, you need to learn words of power witch then you unlock with dragon souls.
Every dragon gives you 1 soul, every shout has 3 words of power, each word being the equivalent of a level, if you will. The more words you unlock in a certain shout, the stronger the shout or/and the effects of that shout get/s.

I have at least 2 shouts which cannot be unlocked one is ice form and the other one. I have killed a bunch of dragons (they seam to attack the collage in Winterhold pretty often) and still those shouts cannot be activated. Anyone has any idea why?

well apparently did not worked. I have formatted an usb stick from my xbox. then copied the TU to the usb using XTAF (followed the FAQ)
plugged the usb into the xbox360 started the console and nothing happened.
I haven't lost my mind. I know exactly where I left it.
To be sure if update is working, just pull usb stick out of xbox. Game will crash, if it was using the update.

I dont understand why someone would want to turn a game with good graphics into some kind of 80s/legoland looking crap.
I got skyrim for Christmas from my wife, this game is brilliant, I love oblivion so this is even better, however its wierd how some dungeons I walk through killing things with one strike and other you get your ass handed to you on a plate within seconds, yeah I know you level up etc.
Btw. guys, have the game updates changed anything worth mentioning? I'm still on lt 2.0, so havent had the chance to update the game yet. Just bought some new verbs, and planning to flash my box to lt 3.0 soon. I would prefere to wait patching skyrim untill abgx 1.06 is released, but if there are some importent stuff i better get it done done.

I'm actually pretty certain there is bug somewhere and I'm not sure how it arises. I'm either thinking either the difficulty suddening gets ignored (I'm playing on normal) or the armor you have has zero effect.
I say this as I've quite happily killed a dragon without losing a ton of health and then along comes a troll or ice wrath and eats me alive.
However, this seems to stop happening if a) you reset the difficulty by chaning it, then saving then changing it back and/or b) remove all armor and then fit it again.
Why is it that you can go into a shop and pick up items without stealing them? A lot of items with some value seem to be free in shops. It doesnt make sense.
I've never tried either. I'm about lvl 35 I think and I have more money than I know what to do with. Actually, that's a lie.
Similar as to how to quickly get to lvl 100 smithing, I'm pretty much enchanting anything I can lay my hands on so I can max that out. I'd so very much like a daedric (?) sword with 2 enchantments
