The first one is nowhere near even the phase to be voted on yet. I doubt it will even make it out of the house itself due to the costs involved.
The second one was put on 'hold' as it was also going to cost a lot. (And the one before it failed to pass)
This is the way our legal system works. Any sort of shit can be brought up and potentially voted upon. However, it has to go through mountains of bureaucracy before it will ever become a law.
