Yes, by having high level in Speech, I saw an option to bribe the guards.

You also get some additional dialogue options for dealing with it if you're a thane of the hold the guards are from, or if you're in the thieves guild.

So some people say disabling Vsync causes these bugs, some people say it doesn't. I have mine off, been playing for 7 hours now and didn't notice any of those bugs... What gives? :c

It probably only happens when your fps is too high.

you probably left your companion somewhere with "wait here " , try googling for some console command to dissmiss it, and there is companion list on elder scrolls wiki, maybe familiar name will pop up

Paralysis is the most valuable effect to have, but the mats for that are somewhat trickier. The above is much easier to make early on.

I actually get the flying items although V-sync is on... So i wouldn't say this is the (only) cause...

Also companions don't fast travel if you tell them to go home, they will actually walk the entire map at the risk of getting raped and appear at your home few game days later, found it quite hilarious to meet my companion on the way back few hours later after I told her we need to part ways.
