Got my copy via post and finally finished installation (Well unpacking it.) seems the Augmented extras just unlock and don't download anything special, also gives rather clear details on how they work and where you get them.
(Start of the game and at the first mission with AUD's as random loot / purchases throughout the game and the same for the UR-DED devices, grenade launcher and Tong are located in Hengsha and acquired together.)

It just says Hengsha on the little label, or to use the full text from that pamphlet regarding these two things:

The Bonus Mission - Tong's Rescue - will be offered to you by a character in Hengsha during the game.
The Grenade Launcher will be given to you upon completion of the Bonus Mission.

EDIT: Interesting artbook as well, those Hyron's and that huge floating city if it's in the game for example. 
EDIT: D*E*R* "rifle" also look nice.
(Whatever it is, DERP rifle?)

It's the 3dm crack.. and this site is not legit.. has nothing to do with Skidrow.

Any disc image should work for unpacking then just take the patch files (Unless it's included.) and apply the modified exe I guess.
(Steam_appid.txt is likely needed but probably but together via the crack, unsure what it actually is, for all I know it might be another one of Skidrow's Steam cracks modified for another title than intended or it might be a fully modified exe.)
