There are plenty of xbla indie games not on PC.
And the answer for this particular title is that likely MS paid for timed exclusivity.

seems like Playdead basically lied when they denied the first ESRB rating when both PC and PSN version Rated....

The "We’ve gotten feedback from many people around the world" and "we hope everyone will enjoy the game and the little extra secret we have in store for you…" parts probably mean they changed/added something for the new release.

No, I'm just trolling. They need to add support for high resolution, mouse + keyboard controls, remapping of keys, etc. All that takes time to implement.

It won't support any resolution other than 16:9 I bet. Just like Braid, the game assets were made with only the "console resolution" in mind

It's not just console resolution, it's the most widely used and "future proof" resolution. Even 1920x1200 monitors are now going extinct, because panel manufacturing plants can use the same lines for TVs and monitors.
In before someone posts Steam's derp survey of CS kiddies still playing in 1024x768...
But I'm fine with that. That's the vision of the game, so I don't mind. You don't see people cry about 16:9 or even "worse", 2.35:1 aspect ratios in films. Yes, there are the retards that stretch or scan their videos, but they are far less then the one moaning about "black bars" in games.
If it's 14 on XBLA and the game is being sold there for so long, then why would anyone expect any price lower than 14 for the brand new PC version?
(Not saying it can't be cheaper)
