It is so easy for the last 2 years to make very good encodes that anyone fucking up and call themselves a release group is retarded.
However this seems like a bad source with high bitrate, rather than a bad encode. I don't see the symptoms usually associated with bad encodes.

I havent tried it, but it has
1920x800 @ 8 141 Kbps
wheras Sucker.Punch.2011.1080p.BluRay.x264-SECTOR7 has 1920x800 @ 8 839 Kbps
both are pretty low, if you ask me.

The more bitrate, the more information you can fit in a stream. With video, this means more details, correct detail preservation, more I frames and so on.
But bitrate is not a sole indicator of quality course. It heavily depends on the tools used and the method these tools are used. And of course, most importantly, the source' quality is the first and foremost defining attribute. You can reencode a Blu-ray at 200Mbps, but that will not give you UHD quality.
There has been numerous times where better encodes have been produced with lower bitrates than scene release shits.
