How do I get rid of this fucking glare on the top of the screen its there no matter where I look and its annoying and ugly.

Man my card is getting hot  Over 80°C temps when I start the game... So far so good. Mouse is a bit weird, but only a bit.
Now all I gotta do is find the time to play the game

Apparently if you are failing your mission it rewards you by removing the annoying glare ontop of the screen,

But any other time you are either doing your mission or just in the open world you get this ugly glare covering the top half of the screen.

Apparently it doesn't even matter if you are looking at the sun or if the sun is even visible.
Night time? fuck it throw some glare on that shit!

I had no glare until I got to rome nows its always there. I have tried adjusting all my settings but it won't go away and there is no cfg to edit. searched with google and it found that shitloads of people are were getting this on Xbox and ps3 and ubisoft just told them to get new HDMI cables.
So I guess that is a complicated way of saying ubisoft isn't going to fix the issue and there is no fix.

is there a cfg/setting to configurate in order to reduce the number of npc's on the streets?
in the 1st game u had this option and many more in the .ini
