having worked shortly at the offices in Denmark where you handle mail with too little postage or missing adresses I can tell you that it would actually work, atleast nationally, because it would get held up and get a bill slapped on it and sent to the return adress.

I know that over here if you tried to pull that they would just keep the letter at the sorting office after pick-up, send a charge for postage to the return address, and if delivery isn't paid for within 3 weeks they dispose of it.

Honestly its possible they do that too here..send the bill letter first, now that I think about it..I was only ever assigned to finding out what the adress was and verifiying it for some dudes who would send the bill
the best part of my day was handling the letters with inadequate adresses..man there was some funny shit in those..I had to sign a NDA in order to be able to read them and be able to find an adress or a name to send the letter to
