seems there is 4 versions of this game for PC
http://www.ea.com/1/product-eulas
half of them not required constant connection,only connection for Authentication.
there is a Packaged and Digial Versions.. the Packaged not required constant,it seems...

What are you talking about? How is it possible for someone to buy the DIGITAL version of the game without an Internet connection?? How is he going to buy it and download it then in the first place?

No, Windows doesn't require you to be online the whole time (when I wrote this it wasn't clarified yet that you have to be online only during the installation - like BioShock)

On one of polish game sites it was cleared that "online installation" is in fact license key/game activation via Internet connection.
