when your server is under high pressure, of course it's a good idea to switch to a free one
however there is different parameters to think about
-timezone, if you switch to a server where everybody is sleeping you might have a better bandwidth, but keep in mind the further you go, the shitiest connection gets)
-number of servers (watch this http://store.steampowered.com/stats/content/ ) even if there is less users in this region, doesn't mean you'll have better speed if steam didn't think it was a good idea to add more power in these regions) i used to connect to belgium but eventually, the number of steam users grew in that region and catched up with server availability, then i wen to UK, because there was a very low ratio of users/servers in uk, then i finally went back to paris, because valve finally managed to add servers there (there was only one or two some times ago), hence my struggle for a server (i did try east-european servers, but it didn't really pay off, and don't even think about australia)
-number of potential users on the server (some country are more lucky than others, valve doesn't seem to really care about user experience everywhere, see above)

I know im using Russian servers which for me give very high speed. Granted Russia is close but still. When im using Finland servers which is actually closer then the speed is appalling!

Is it somehow possible to use proxy or smthn like that to buy games in $ and to buy games/packs which arent available in EU?

You could try buying games on your mobile. I've got an android phone, and everytime I check the Steam site on that, it gives me the dollar price, even though I have a UK mobile phone provider. It might work.

A word of advice: DO NOT use a proxy to buy something using dollars. Steam WILL ban your account if they find out. If they don't you're ok...but they might an then you're screwed 
Anyways, also bought GTA4 pack, waaay cheaper than the store version ( or even used copies ).

If anybody of you wants to buy C&C 4 today, make sure you get in touch with someone who lives in the US. For us Europeans, it's €12.49, but for them Yanks, it's only 5 USD!

Why would you want to buy that crap anyway?  Watch some reviews on YouTube. They should be paying you for the trouble of downloading, starting it, getting shocked how bad it is and shift-deleting.
Do yourself a favor, and get Dawn of War 2 instead. |

Can't wait to see what games will be on sale tomorrow. Why did I have to spend Christmas with my internet and computer hating relatives...I missed out on SMB for two dollars (or so ) ) and The Witcher for even less. Curses! ( foiled again )
