MGS2 was released a long time ago, as was MGS1 the rest however was never ported and the spin-off will likely not be too focused on those as it's for X360 and maybe eventually PC or how it was set up.
(And PS3 of course.)

EDIT: And the porting is "somewhat bad" so it won't run at all on modern systems.

(Under the name Substance instead of Sons of Libery which was a earlier edition of the game for PS2 or some such, don't remember.)

Edit: They are supposed to release Metal Gear Solid: Rising at some point.

On a side note - I really recommend to check the video of MGS2 for the PS2, it is REALLY impressive. This sequel won't be available until next year's fall though, so I won't rush to buy a PS2 and will just wait and see how well this console will do. But MGS2 may just happen to be THE game that will motivate many of you to buy a PS2, and it will most probably be my case as well. Just check the video footage from the promotional DVD on IGN and you'll be subjugated! (it weights almost 100megs, but it's so awesome that you won't regret it a bit)

Some torrent sites have PS2 games with an emu attached, pcsx2 I think, and are labelled as PC games but yes MGS2 was released on PC, shame the 3rd game never got a release, it was so much better than the first 2 games
