Exactly, if you circumvent the hardcore mode by teleporting to places it just defeats the use of hardcore mode at all. Some form of self control and the will to emerge yourself in the gameworld is a given.
Fast travel isn't without consequence though as meters still go down (as per the developers). But I'm guessing that when you first get a message saying "hey dude, you're thirsty" you still have plenty of time to go before you actually suffer anything from it. As such, you could fast-travel at this point to get a drink, and then return. But this sounds rather tedious in itself so I don't think I'll be doing it.
But I'm sure some of the very first mods will be tweaks to Hardcore mode to make it a lot harder.
Well, you can't turn fast travel off, but you can't fast travel to a location if the time it takes to get there results in you starving/dying of dehydration/sleep deprivation.

That video was like the intro BIK movie and main menu logo videos and options menus taking about half of it, rest is a short chargen sequence where the author goes trough every single slider and then the video ends, not really a spoiler if you've seen the intro sequence and if you haven't you can just skip it, hair and characters look better though a bit rougher but it's the same hairstyles and beard styles so nothing new there.
(Age slider is implemented as well.)

BTW, am I the only one that absolutely DESPISED FO3? It's not that I'm FO and FO2 elitist, I just hated Oblivion and FO3 is Oblivion with guns. I really, really hated it.
