yep, but it's not the same gameplay, if you do not like FPS, do not play Fallout 3, that's all.

This, Fallout is Fallout.
Fallout = Fallout
Fallout 2 = Fallout
Fallout 3 = Emil Pagliarulo's Post Apocalyptic Game
The Emil Pagliarulo part is also why New Vegas is somewhat promising; the people who worked on New Vegas also worked on Fallout and Fallout 2, lead designer of Fallout 2 being the lead designer of New Vegas.
Whereas Pagliarulo went from being a gaming Journalist to a Game Designer? err... |

Not completely unheard of in the game industry, though, a lot of developers have come from all sorts of professions (like the founders of Bioware being medical doctors etc.).
And Pagliarulo was working at Looking Glass before Bethesda (afaik he's the one largely responsible for 'Life of the Party' level of Thief 2), and he did the DB questline for Oblivion so I wouldn't say he's completely without merits, either.
But yeah, I still much prefer to see a new Fallout game made by Obsidian.
