Google shows it being in numerous places, what's real and fake isn't easy to tell though.
(BCG could be real whereas the others are fake but I don't think anyone will know until it's gotten downloaded by some others and properly verified.)
SecuROM probably, mini-image should work with latest Daemon Tools and DTE but could be activation based as well, might be Steam dependent though I don't think Capcom has done that for any other PC title.
(This was co-developed though wasn't it? some other studio handling the PC version.)
EDIT: Saw the NFO, might be something else but it seems to be real at least.
(LIVE related?)

Standard Capcom release I'd guess, PC version will probably well optimized and work nicely but a controller is recommended and any extras (CE, DLC and such.) will likely be console only for the time being.
(RE5, DMC4, SF4 and so on to take the recent examples.)

It all depends on how the file integrity is. Since it has a release date check, it's not a far stretch to assume that certain files are missing or encrypted and that they'll be downloaded or decrypted once the release date check has passed.

Well,the .nfo says you can install it, so maybe we just need a bypass forthe Release date check once you start the game.... Its not Steam,so maybe it'll be possible!

You could install other games that had the same system too, you just couldn't run them due to lacking necessary files. All I'm saying is; don't get your hopes up too high.

Dead Rising 2 uses SSA, so any GWLF key won't work.

Unless the other method is cheaper it's surprising not everyone uses unique keys for their LIVE games now due to that security problem, instead there's like four or so games at the moment whereas the rest use the older method still.

Monolith split with Sega though didn't they and eventually got back the FEAR trademark but I think Condemned isn't covered by that so any plans for a PC port are probably canceled.
(Sega mostly did stuff with the FEAR license via the two stand-alone expansion packs though that is apparently considered non-canon in FEAR 2 proper.)
