Customization is partially car specific although I haven't found those specific options, sports tuning or what it's called is the highest so far and some cars can be colored in different areas, don't know that model though if I find a similar car I'll give it a try.
(I had a hotrod car in one mission but it was required that I sell it, unsure if there's any others, also have a special car belonging to a guy you follow for a while but haven't tried tuning it.)
I don't care... the game sucks for me anyway. Huge disappointment... poor story (yes, srsly, it was weak), unpolished world (could explain what I mean if you like), feels unfinished, fistfights are obviously designed for retarded people (piss poor easy and stupid), poor ending, obviously parts of the game got cut out for the consoles/dlc sake, god awful AI and many more...
I didn't expect anything from the game but got disappointed nonetheless.
Don't get me wrong, it's not Kane&Lynch2 bad but it's not a masterpiece either.
I don't know about special but so far I've seen that car only once on the streets (Parked outside that hotel/bar mission hub.), then again I've only seen one milk car also and two busses so special and special.
(Those armored vans are pretty common though.)
EDIT: Unfortunately they only seem to be useful as due to them being very hard and heavy thus hard to damage and easily pushes other vehicles around.

Can't believe I wasted about 10 hours of my life on this game
This is mediocre at best so far, I most certainly hope that they've intentionally reduced this game only to fill in the huge missing blocks with DLC's.

I think its chapter 14, you go to the port and you find out who killed your dad and so on.
I kill all the guys and head to the warehouse....behind one of the grates....then I get killed because I get molotovs and bullets everywhere....tried different versions how to do this part, but no luck.

Using a rifle really shines here, stay at the position where you start out and snipe the gangsters.

hide behind the crates to the right, molotovs won't hit you behind them and you can snipe the incoming guys from there easy

focus on the big guy first with a m1 garand or k98. shoot him in the head, his head should stick above the crates he hides behind sometimes. then the molotovs stop and his lackeys stop spawning.

back on topic , car custoization is a fail also because you dont ever actually need a fast car ... running from the poilce is piss easy like anything in the game .

I had a hard time with it but its rather easy.

go up the stairs to your left, the molotovs cant reach you there and if u keep an eye on the radar you wil see when people come up the stairs and kill em. Then snipe the guy who throws the molotovs and its over.
