It has in the sense that the decryption keys have to be available, they have however been available since early this month so that's not a problem at all.
(As with Kane and Lynch 2 though any last-minute update won't be acquired this way but also as with K&L2 it might be really minor.)

FYI the game is not based on Steam. Yes, there is a release there, but it's not Steamworks powered.

As far as I was aware it was moved from LIVE to Steamworks but I'm not entirely sure how it'll be aside from that it won't use LIVE.
(Some title have both of course - Disciples 3 for example - and others get patched to include Steamworks like Borderlands at 1.3.1)
EDIT: Once a disc image is available it'll be a bit clearer such as SIM/SID archives being used with Steam.
EDIT: Dark Messiah although a older title did allow for both options as well.
(Normal or tied to Steam, MP component required Steam but for SP there was a choice.)

Well I don't know actually. I just don't care if the russian version leaks as first. But my guess is multilanguage installation. If its russian only (first leak), I will play it anyway =]

Steam has a couple of language specific archives or what to call them under the list for Mafia 2 and I doubt local releases like the French, German or Russian edition will contain the data for other localizations.
(More specifically there's English, French, Italian German and Spanish maybe even as EFIGS multi-5 though probably separated plus Polish, Russian and some Asian localization plus a separate Japanese listing for Mafia 2 and all side content like DLC, maybe altered somehow.)
