Erk, lol. My guess? Broken download, because the game most certainly IS compatible. If you got it from TPB, then it's a broken download - the comment section is ablaze with people bitching about install errors and especially the "not compatible with the version of Windows you are running" error.

That usually means a bad or tampered with crack, may be the installers setup file though.
(Game has a icon for the exe, if it's a blue looking screen then it might be altered in some way or just corrupted somehow.)

If possible grab the exe from GCW or similar and see if that helps it.
(Should be clean as far as I know, it's usually a rather reliable source of such content though they only allow stuff which use disc checks though refer to other sites at times and it's usually compatible with other editions for digital downloads and the like but it's mostly only the exe that differs there anyhow, hah.)

Not that I understand why it happens in the first place but sometimes files can be damaged and on Usenet there's these mini-fixes to archives called PAR or QuickPAR or something that sort of patches the data, guess uploading is sensitive or something.
Then again if the image could be extracted it should be working OK.
(Latest Winrar or what you are using for extraction installed or a older version? and is there enough space to extract it fully? if not more than the setup.exe could be damaged though usually such files are 0 KB or similar.)

Prime a Dead Lock, hold E, and then press the switch to open the door. Once the door is open, shoot the Dead Lock through the window at the TOP of the door, to freeze it in place.

Just something from a quick Google;
