It's called the clone-tool in photoshop. With it you can retouch images... and it's really easy for dumb people to use it if they just save it in a crappy image format.

It's also possible that the house was built like that, due to some mistake on the part of the builders. I've seen things like this before.

It almost looks like the bars are missing on the balcony everywhere that the one on the left had furniture and stuff... I'd agree it's probably a ps job
