I suppose there should be several categories.
RTS
Shooters
online shooters(these can be mods, like DoD)
Anyway for RTS i'd say Codename panzers: phase one
Shooters
Call of Duty
Online shooters
Mohaa

For me the best WW2 game is a mod called "Red Orchestra' For UT4K and for UT3K (I think). It's super realistic, I think it has the best graphics of all WW2 games and It's really one of very few games where you can practise really tactics. For example, the tank battles are really brilliant in this game, there is a Driver, a Gunner and a machine gunner. And to be the best you will have to work together. It's not find the enemy and shoot, no everyone has a role. The Gunner depends on the Driver, the Driver needs to stop so the Gunner can aim. Once the shell has been fired the Driver needs to drive away and evade enemy fire, untill the next shell is reloaded and ready for fire, or else you will get your ass owned by some other tank. Also the Gunner needs to give the Driver orders, as the vision of the Driver is limited, so many times you will use the voice command menu. The Mgunner is also important, many times when you've almost fucked a tank and the enemy sees they will die, they will try to bail, this is where the Mgunner comes in, he fucks them good. Playing this with some friends on let's say TS, is almost heaven.

RTS - Soldiers: Heroes of WW2 - Very realistic, different from the others, good graphics
Shooter - Call of duty + expansion - Awesome WW2 experience, ok graphics, pretty realistic environment. This one will probably get owned by Brothers in arms when it gets released.
Arcade/fun - Battlefield 1942 - Never been so eccupied by a team based WW2 game.

Well for me it's Sims like the IL2 series or the upncomming Silent Hunter III
But out of those categories for RTS it has to be Soldiers and For FPS Call of Duty closely followed by Hidden and Dangerous 2.

Hmmm i will say :
Fps : Call of Duty + addon and Mohaa + addons
Rts : Close Combat 2 + 3 + 5 ( they are the most realistic rts ww 2 game out there)
