Maybe try to restart your internet connection, then you might get a new IP. Maybe you just got unlucky and received a banned IP.
It is possible to get different IP's on different PC's behind the same router, it depends on your ISP and yor router.

The post you made here was also through a proxy. Perhaps you should check your browser settings? Or ask your ISP if they route all http traffic through a proxy?

A new IP won't help. You need to spoof your MAC adress. In any case, it may be one of those rare cases where someone sharing your IP pool is actually running a proxy server that have been abused through 4chan and you're a victim of that.

according to ED all public free proxies have been banned from 4chan
the CP lovers have caused that
that IP address in yur pic is from: cache2.starman.ee
http://www.starman.ee/ is a working website btw
makes no sense to me
FYI (maybe already known) the IP address a web host sees is your external IP of your router
so both PC and laptop should have the same IP unless the laptop uses a proxy as Natan already suggested to check.
Afaik the header of a TCP package does not include a MAC address so that seems a false idea

PC shows no proxy, but Laptop uses proxy??
I don't get it. It's not fucking configured for that. And still, both are behind same router...
