Theme Park or Theme Hospital were also good games.
But my favorite game developers would have to be:
Clover Studios (Okami)
Rockstar (pre-GTA 4; Bully was really good)
Team Ninja (Ninja Gaiden)
Bethesda (Only for Morrowind)
Ubisoft (Splinter Cell, POP, Beyond Good and Evil, Rainbow Six all games in that time period)
Bioware (Only for Dragon Age)

Yup, Mythos Games
Epsilon: Game is great btw, I love it, so far it's a definite goty. It's remarkable how much has changed since the beta, stardock have been working their asses off, and it shows.

???? Rockstar PRE-gta4????? What is wrong with GTA4? One of THE best games ever IMO. Still the only sandbox game using the Euphoria physics engine (THE best physics engine so far IMO)
Anyways....I'd have to go with Rare....N64 era.

I don't hate the game. I just think that it could have been a ton better. Story could have been better. It was also missing the level of customization (cars, clothes, body) that made Vice City and San Andreas good.

When has Blizzard done anything innovative lately? They hardly ever do anything that hasn't been done before (correct me if I'm wrong). What actually sets them apart from the others in my opinion is that they are apparently the only ones who manage to DO IT RIGHT. When some new hot genre(-mix) emerges and all the developers hastily shit out their unpolished games which are nice and all but still lacking in one or another respect, blizzard tends to keep cool and release one mother of a game like 3 years later... and well what can I say, the concept works, their games have always claimed a class of their own.
so I guess I'd go with blizzard too

Well, I think they've preaty much created hack'n'slash genre with Diablo.
