ok i know screw all about how net usage is handled by isps n shit... so background info first, then the question.

currently, my net plan is i get 20gb download per month, and when i reach that i get capped... this basically means, if im careful, i only have to spend HALF the month on fucking dialup speeds. i live in NZ which has thoroughly shitty net, but a different ISP over here is offering a plan im interested in.

the plan is one where i have no download limit, but connection speed is 'managed'. i contacted the isp to get a bit more info about it.. no indication of speeds, but they did say this (there was more, but these are just 2 copy pasted parts):

I am not sure what you use the Internet for. If you use peer to peer downloading, your broadband speed could be the same as dial up speed from 9am to 2am. If you use the Internet for browsing such as YouTube, your broadband speed will not be managed.

When the network is busy you may noticed reduced speeds; in particular you are likely to see reduced speeds in relation to file sharing.

now the question:

i dont USE p2p... im quite happy to grab shit through file hosters... so the question is, is file hosting handled the same as browsing? will my downloads be lumped in the same as those using p2p? how about gaming, will online gaming be effected similarly? clearly i dont know squat about how net usage is handled, so yeah.. help me out on this please. unlimited downloads is useless if all the shit i want to download will be at the freakin dialup speed im VERY keen to avoid. also newsgroups, how do newsgroups operate? worth getting access to one of these or would my speed on these get hammered?

So in other words, as long as you don't actually use your connection to its fullest, you have nothing to worry about. Laughing

I'd just ask them straight to provide some numbers on what'd warrant this "managing".

well i sent em an email basically asking for clarification of what types of traffic are managed beyond file sharing... i suspect ill get another vague response... as always google is infinitely more helpful than any customer service ever could be, so i did some searching on the plan i wanted + file hosting and general usage, and from the sounds of things file hosts are not lumped in with p2p...

rapidshare and stuff works over Port 80, thats your normal internet port... but usenet providers often have special ports and they may cap their speed too. In fact I wouldn't trust them because it seems as if they monitor the traffic and they'll definitely cap your speed when you download enough...

Rapidshit & other file hosts all use HTTP for file trasfers, so by the wording of that comment it sounds like you will be uncapped. However they seem to have some pretty shift terms of service there, and havnt supplied you with any actual data of what is & isnt capped. I dont think i would trust them with my interwebz.
Also the "When the network is busy you may see reduced speeds" comment... welll... they prolly massively over subscribe for what little available bandwidth they have, so their network will ALWAYS be busy! Bit of a cop out really. If you play online games then this will be very bad for you, as you will lagg like hell because of congestion on their limited bandwidth.

Out of interest, what is the name of this ISP?
