By the way... someone knows if the Steam Activation is on a concrete worldwide hour or it differs from region to region? Here in Spain we are 8 hours left from 10th november.

From Steam itself, SteamRegedit 0.5.1 
(Open the .blob file after letting Steam update and browse the available games, you'll be surprised to see just how much there actually is, Napoleon Total War, Serious Sam HD - Revealed a while ago though - Force Unleashed, Dirt 2, Just Cause 2 - I have the key for that one already, hehe - and more.)
Very useful program.
EDIT: Seems I got it to work a bit better, not 100% but a improvement.

@navito: yes, australians can play already (cause its the 10th there). so you can expect a release soon. encryption key is out and the missing files are available now. just wait a few more hours

Right now I use Phoenix Loader 1.2 or what it's called, worked quite well after updating the content records (Keys and such, list of games and other things.) and it's very easy to use.

Well you know... I only asnwered your question. Some user say the files are available now on Australia, but what we know for sure is that these files hasn't been uploaded to internet. And that's why I have answered to you that the files are not available yet. Wait a little more...

The keys have been released and those leaked disc images with the sim/sid files can be decrypted but the main "binaries" aren't included which is the EXE (SP and MP) plus any .dll files so without them it's not playable.
(It's a bit confusing at the moment.)
