Well, promo_1 may look like working now, but it's not. You get a ring called memory band, listed as activated, but without price or properties in green.
So it's a ring, without price, not giving 1% exp. Though I'ts something at least.Though definetily not fully working.

Price for the memory band is 0 copper, unsure if the 1% xp was actually listed or if it was in the description.
(Perhaps easier to try the other ones that should have a price, feral wolf charm, guildmaster belt, band of fire and two more plus the main DLC.)

I have legit promo_1 and it's just "Memory Band" ring without description and 0 price.

Actually I think memory band is screwed up anyway. There is a script zz_memoryband that creates a ring with no description.
Maybe those Promo items are not working anyway.
EDIT: Well I guess I was wrong. Post above explains it clearly.

It's working, i got the Formari tome with it.
And got an "Educated" achievement after using it.
He's still decoding the others though....
Only this and stone prisoner ready(he asked to test the sp).
Just try the promo_1 now...I posted the link.
No, we have no bears on the streets here in Russia.

I don't think that was possible in any prior Bioware game, don't see why they'd suddenly change that.

It is possible. Though Quest npc disappered after i installed wk, so no warden's keep for me i guess....It's not working.
