Last one that I played was GRID, which with some tweaks, texture & fx replacers and what not looks great. I guess it depends on whether you're after an arcade or simulator racing game?

I'm more into something like a street racer kind of game, with Grid like graphics.
When I said Dirt in my OP, I meant Grid

really isn't a lot in that genre, umm..need for speed shift maybe?
the NFS is really the only street racer tard games made.
I was hoping you wouldn't suggest that, those graphics are horrible in my book, maybe I just have really high standards, but the need for speed franchise is horrible in it's presentation!
Anything like a very good looking open world racer, does that even exist?

GRID is the best looking PC racing game to date, when DIRT2 is out you'll crap your pants at how good it looks on PC. Best overall looking racing game is Forza3 imo.

Dirt 2 is supposed to come out like 1st of December for PC right?
Grid does look amazing, yes, but I really don't like those kind of racers that much, I more into street racing or open world racing, imo track racing is just monotonous, no matter how good it looks, on the other hand, I just cannot play a bad looking game, I'm very elitist when it comes to graphics and sound fx.

you might be a bit out of luck, as far as those "street" racer sorta games go it's all need for speed.

Midnight Club LA is a very fun and good lucking open world street racer, but not available on PC. It's much better than any of NFS games with the same theme.
I played Dirt for awhile and although the games looks very good, it's a little monotonous imo.
What would you guys say to be the best looking PC racing games out there?
The overall best looking racing game, on any system, with the most attention to detail is Gran Turismo on the PS3, but I can forgive Glottis because Forza is dominating mindshare with its new release. The only game (on the PC) like those that I can think of is SHIFT.... but the likes of rFactor can look really good with the proper modifications, they just don't have that layer of post-processing like motion blur and depth of field to elevate it. The advantage they do have is a superior driving model.
In my view the best racing game, and the best looking, is iRacing. I'm guessing you won't like it, but since you asked the question without any qualifiers it gives me an excuse to post these screenshots anyway!
Spoiler:
The Corvette in those shots even has a functioning fan at the back and the three lights on either side of the car represent whether it's in first, second or third position just like the real thing. That sort of superfluous detail is what you'd expect in a console game like Gran Turismo, so it was a nice surprise to see it in iRacing. They've also said that they are working on graphical effects such as depth of field blur - so it's getting there slowly, but since it's a physics heavy simulation with on average ~30 to ~40 cars on track, I personally think it's very hard to complain with those sorts of graphics.
...all that's needed are the special post-processing effects like HDR, DOF, motion blur (etc)...
Not really. GRID has great damage, great smoke, great camera shaking when driving (not overdone like in NFS SHIT), also replays in GRID are just such a pleasure to watch, none of that static crap like in other racing games. It all adds up, so it's not just HDR and motion blur.
I don't know if you've completely missed my point or not but just look at the screenshots. The foundation of something like iRacing is so strong graphically that all that's needed to elevate it is post-processing effects such as motion blur, depth of field blur, HDR (etc).

As someone who owns the game on both the PS3 and PC it's funny you should say that as I've never once knowingly watched a full replay in GRiD and static crap is generally realistic and games that have static crap tend to be geared towards realism - so it's a design choice that makes perfect sense.
Here's a replay of the Lotus going round Silverstone in iRacing;
And here's a couple more replay videos; / /
Remember, the driving model is the game as far as something like iRacing is concerned - so it's probably harder for someone who has not played it to appreciate replays like that and the amount of effort it takes to drive the vehicles going round and round... which is why graphical post-processing which accentuates the underlying graphics (which are extremely good) would be an effective way of sprucing it up to the masses.
Yes, Burnout Paradise really seems to be the thing I'm looking for, it's presentation is definitely the best within it's own sub genre and the games sense of speed seems to be really good.

So you like the earthquake Camera during replays but not while actually racing where it's suppose to be represented? Have you ever tracked your car in the real world?
EDIT: I personally think SHIFT is graphically superior especially interior wise. GRID seems to impress people because of it's abuse of lighting effects.
I am playing dirt2 on xbox 360 (full HD television 1080p) and its the best looking racegame ever! I also have grid on xbox but its nothing compared to dirt2. Amazing game, fun, great steering and amazing loadingtimes. SUPERB! Don't know when dirt2 comes to PC.
