Yes it does, though you have to log in at least once in order to enable offline mode for future use.

Haha, god damnit...I knew I was a noob when it came to that.
I even borrowed my sister mobile broadband when I didn't have a connection at home to keep playing Portal, if I only knew about that then. Sad

So much hassle could have been avoided. T_T

Don't rely on it too much, mate. Steam's "offline mode" is temperamental at best. It's been known to stop working whenever it damned well feels like, suddenly demanding a login because offline information hasn't been saved Sad

Make sure you save your login info, so that it stores inside clientregistry.blob, then either "File > Go Offline" or just load Steam without a net connection, and it will automatically enter offline mode.
