There seems to be a translation issue on the actual name of this game, googling both reveals both the same game.

The project “Not a Time for Dragons” is a Action-RPG with actions unfolding in the universe. The plot of the game recreates the flow of events of the book by famous Russian fantasts Sergey Luk'yanenko
(also known as Night Watch author) and Nik Perumov and gives a chance to the player to take part in the key scenes of the novel.
The story goes about the three worlds – the World of the Innate with an absolute reign of sorcery, the Reverse World, in which technology prevails, and the world set between the first two – the Middle World – in which the first two forces have equal powers. Actions take place in the Middle World as the World of the Innate prepares to invade it. A man named Victor arrives from the Reverse World. Many people take him for the Slayer of the Dragon – the only one who can help the magicians from the Middle World. Victor doesn't’t know what his destiny is and completely relies on his guide Tell. To restore his magic skills, he needs to go through the initiation by the magic of the four elements. He is whirled into the epicenter of intrigues as various magicians try to impede his coming. Some of them perceive Dragon in Victor; others think he is the Dragon’s Slayer. However, all of them are trying hard to destroy him before he has completed his initiation.
The game play “Not a Time for Dragons” is being created following the style of the legendary 3-D games: Diablo II, Dungeon Siege and the Sacred. Full of action, the game spills over with a wide range of battles (sorcery, swords, original steam-punk artifacts are in ample use) combined with classic RPG-elements, such as role-play system, dressing options for party members, dialogues, and secret quests.
Outstanding graphics and breath-taking visual effects are achieved through the SkyFallen’s licensed technology. The game engine initially created for the game “Blood Magic” ensures advanced dynamic lighting effects, quality shadows and multiple next-generation visual effects.
The epic-scale action, the whirl of magic spells, and the model of universe from the author of “The Night Watch” – these are the main ingredients for production of “Not a Time for Dragons” by the teams from Minsk and Kaliningrad. Thank to the set of utility editors helping considerably reduce the time for development, the creation process is in full swing.

This does look interesting, I'm really only expecting stuff like this to come from Russia or sometimes Europe.

I didn't play the game but have read review @ AG.RU, site is famous for very anal reviews - mainstreamed --> shit; no inovation --> shit; wash, rinse & repeat --> shit, etc. Sometimes users and reviewer rating differs by ~40%
Anyway, game got 58% from reviewer and 61% from users. Review states that game had everything to be great as it has a deep lore and world setting, the devs only needed to make it all come alive with interesting quests, characters and locations, but unfortunately they didn't. And as result game turned out to be a Diablo clone with squads under your command.

Haha, well true I do enjoy most games despite various dated gameplay mechanics or other elements, perhaps it's a bit odd actually.
I am undecided on the game yet but so far it does have potential, voice acting could be better as usual with these translations and the game engine is dated but it feels quite solid.
Lots of dialogue and choices during conversations for example, not that much voice acting but that adds more potential for longer dialogue similar to Morrowind compared to Oblivion as a comparison.
Seems to have a big game area as well and a lot of things to do and discover, that AG.ru review Whitebarbarian mentions could very well be true though but I'm not far enough in the game yet.
That said I've played all sorts of supposedly sub-par titles from Neverend to that other RPG with a female model as the lead character to Sacred 2, Dawn of Magic and it's sequel, Fable, Gothic 3 and Forgotten Gods, The Chosen, Kult and a lot others and enjoyed most of them, perhaps I'm just not as strict or selective or how to say?
(If I have fun playing then the game is good, not much I can say about it other than that, hard to describe perhaps.)

Realy suprised by this game, playing on hard, lvl 7-8 on chars, difficult battles, very very nice.
At least worth a try for anyone having second thoughts.

Haha, well atleast it'll spread a bit more, anyone could make a release though as they're unprotected though it is possible they just took any of the existing releases and "propered" them (Is that even possible when it's unprotected, packed correctly as well if you follow the "rules" from what I saw of the Void and Alcatraz files.), we'll see what the NFO says I guess.
Scorpion Disfigured might get a release I suppose, perhaps Fort Zombie as well.
(I put that one on a HTTP board though so it's already "out" here and there by now, haha.)
EDIT: Wasn't Proekaan propered with that Section 8 release as well? he was first though but I guess it doesn't really matter to some compared to a "scene" release.
(Even if there are no differences between them funny enough though that one used Steam whereas these are not protected at all so this time it's kinda a dupe isn't it?, sorta, hah.)
EDIT: Oh I'm not really against them a such though I quite dislike the custom installers but perhaps they released the install files with these releases as their a bit more retail like, thought NMKY was a group as well although a bit small and with low distribution.
(That is it doesn't really get spread very far, although that was the initial thing about the scene wasn't it? keeping it "scene" and private avoiding public releases and stuff like P2P?)

Yeah people expect to be served 'the goods' eventhough they never contributed anything themselves in their life.
And when it doesn't work out as they expect they complain and whine about it.
