Though I find it even worse than gambling, this is targeted at a young public and doesn't really have any decent pay off.
Indeed, if they really can't be banished (because they well damn should) at least an over-18 certificate* should be slapped onto the games that get shipped with such dangerous aberrations of unhealthy greed. Not that it will solve the problem, but it would be something concrete to not encourage their use.
It's only gambling if there's a return. That is, opening digital card packs or whatever which you can't trade is not gambling. The moment you can trade or sell, it's gambling since some of these items sell for hundreds if not thousands of dollars. Valve is more guilty of this than anyone else with their crates and keys since they pretty much pioneered the system on a large scale.
It's a stupid ruling.

So inversely, why don't they make slot machines then that give you something everytime to circumvent this ruling.
Let's say it cost 1$ to pull the lever and whenever you get three that don't match you get 1 cent, a sticker, or a worthless pebble instead. Then suddenly it's not gambling anymore? Why isn't everyone doing this then?

There have always been ways to gamble. This combined materialism and gambling product won't ruin the youngsters other then the ones who would get ruined anyway.

The problem being that it isn't classified as gambling and as such not regulated. Even gambling has limits. Game devs not so much when looked at the examples out there.
