Go with the CPU... 3800's mighty weak, and 7800GT is fine for now. 8800s are not yet really needed, and R600 is around the corner (read: price drops).

There seems no need to upgrade. I know intel have been plugging their Core Duo like crazy, and they are better than AMD, but now worth the upgrade. Not yet anyway. Most applications are not even dual core optimized. Likewise most games. Wait 6-12 months, and then you will probably be able to get quad core for the same price.
There is no point in buying a DX10 card yet. They are overpriced and underpowered. Wait until the 2nd generation. By this point there will actually be a DX10 game that is actually worth getting DX10 card for.
