i guess the microsoft one? i have tested it in colin mcrae rally some two years ago... was very precise, i guess that haven't change in the newest models.

I'm sure you can find a used steering wheel for £40, but I'm not sure if it's one of the things you would want to get used. I have friends that over the years gave my various wheels a serious pounding, so trust me when I say that you don't want to be a guy getting one of those.
As a more than adequate starter wheel I would recommend Logitech® MOMO® Racing. It has a great feel, and is much more solid then the limited choices given by the competitors at the same price level. The wheel is precise, the rubber grip feels great and the gas/break pedals do their job well. It features both paddle shifters and manual shifter (although it has only one axis, up and down, its still great for rally games as a hand brake =) ). Six buttons can be configured in any way either ingame or with the great software drivers Logitech makes. Although it's slightly more than you are looking to spend, $99(~£52), I'm sure you will be happy with it for many years.
btw. I'm not usually dissing peeps game choices, but once you get a wheel you should seriously consider dumping that poor excuse for a racing game, and strap yourself into something more solid, like rFactor or GTR.

Actually on a similar note. Does anyone know where I can buy the lead that goes from my MS wheel to the pedals. I've lost it.
