Well maybe R* are bad at PC ports. GTA IV was one of the worst ports ever and it even had GFWL back then. GTA V port was amazing, but they still needed a lot of time to make it right.

later is better than never, by the looks of it its not just a port but enhanced like they did gta 5 pc vs ps3/360 with more vegetation etc
