Short version, III, VC, SA apparently getting remakes leading up to the release of GTA VI (far far away). Based on the Extended and Enhanced GTA V engine.
III seeming the most obvious and logical choice (GTA IV assets, simplified compared to the other 2 titles). More pointers for this are the 93 titles T2 announced for release and having remaked Mafia 1 just a short while ago.
As always, take it all with a grain of salt. Seems a bit optimistic to me, especially Vice City if it's getting a full new game based around the area anyway, the sheer size of San Andreas for it to make sense in HD is another thought that makes this seem impossible.
Ye, don't see a reason for III, VC and SA to be remade or remastered. Each of them upgraded the GTA formula and GTA V is like all of them summed up and already a remake. It's better in every way than those 3.
Maybe the first 2 games would've been interesting but kept as top-down games in the GTA V engine.
Unlike the Mafia reboomake case which tragically ended up revoking its PC-centric nature by dumbing down most of the original game's qualities, I would actually be quite interested in seeing a proper-ish remake of the classic 3D GTA titles.
Those are games that have nothing to lose gameplay-wise, so to speak, since they were already very consolish to begin with and the good ol' Euphoria can only elevate the original barren experience in terms of driving, collisions/feedback, shooting and so on. We'll see I guess, R* works in mysterious ways (but not really)
Man, Take Two are assholes, BUT they might lose(which I hope so) cuz they don't really have that solid case against the developers, cuz it's very grey area.

Copyrights , as they exist with the current form are outated and need to change, stop surrendering to the greedy corporations with the deep pockets.
