Likewise, Disco Elysium was without a shadow of doubt the biggest and most pleasant surprise for me. Exhilarating, melancholic, metaphysical, it's so many things at once, never banal and always captivating.
The other two spots on the podium are the property of RE2make and Sekiro, followed by The Surge 2, Katana Zero, Metro Exodus, Ion Fury, Atom RPG, Pathologic 2, Blasphemous and several others. Despite the incredibly sloppy state of the industry, I still had my good dose of gaming entertainment this year
Aye, Death Stranding winning would be great since it was such a risk, given the very unique and weird gameplay. It's definitely something that should be encouraged, instead of the next cowadoody or asscreed.
RE2 is a remake (a good one) so IMO it's not really a 2019 GOTY contender, Metro Exodus was lacking (although enjoyable), A Plague Tale was good but not 9/10 good. Outer Worlds was almost a joke. Control was ok-ish, the combat made it really bad though.
So, for me, it's either Death Stranding (which i loved) or Disco Elysium. Although it's kind of unfair for DE to put those together. DE is definitely indie GOTY for me. Also both of these have this "haven't seen it in a while" or "that is pretty innovative" things going for them. And that is becoming more and more rare. Playing DS for a week (i used some vacation days) was a great experience, even though i was prepared i may not like it.
All that being said i don't consider TGA to amount to much, just like the Oscar "ceremony". Dorito-Kojimafanboy doesn't make it better
2019 is/was not a good year for games.

While these awards are still absolutely pointless in the end, I think they are the most fitting of any year since they've been doing this show. They are well deserved and make sense for the most part.
