This is just not true. The prices these sites ask makes sense, for some games, you only get 10% discount, for others, it's 40-50% across all sites. I've cc fraud was a thing you would see weird differences with some retailers offering a very low price. CD key resellers hurts the buisness of game publishers because they offer an alternative to the "real" shops and it hurts their profit, that's why devs and publishers blame them. But in the end the just open up the market to offer lower prices. IMHO, I think cd resellers boost sales cause it offers games at a discount for the people that care about it. Don't care about the price, buy from steam or any other "official platform", it's more convient and you can refund you're game. I've you do care about the price, make a little effort and search for the cheapest deal. Personally, I think 60$ for a game is a scam, key sites are a good alternative and this makes me buy games at release day i would otherwise skip or pirate.

I'm talking specifically about G2A and their CC fraud (Or their resellers, if you want to be anal about it). It is based on articles, not pulled out of the air btw.
Its not just the CC fraud alone, its also dealing with it... putting time and resources into that.
