both base games and past dlc have multiple endings so there is no surprise here.
the dlc ends like i thought for both endings, would have wanted to go a different route and set the stage for the third game like i said weeks ago.
what they did now could be the very end of the series or the characters, so if they ever make a new game would be completely new.

Ah so they are similar.
As for Arkane and how to handle it from here perhaps they wanted a bit of both for having things open on either setting up a sequel or concluding the current story ark or well it would be my guess at least, for a full sequel it allows for a clean slate for if Arkane decides to go on and develop more games in the Dishonored series and if not it does serve as a good wrap up for the existing story and plot lines from the original game and the sequel.
Perhaps it falls more on Bethesda and if they decides to have Arkane do something else particularly after from my understanding of it their previous efforts of Dishonored 2 and Prey and how both underperformed in terms of estimated sales.
Still very popular games and both generally also have a positive reception and criticism but both also had their flaws too and the marketing could perhaps been more effective from Zenimax / Bethesda's side too.
EDIT: Would be nice to see more games though, there's other islands and surrounding lore and such to build new stories from but it would be up to the publishers decision and I'm not really sure what Bethesda or their parent company of Zenimax might have planned in that regard, I'm not too sure about total sales either but I do remember hearing them being on the lower side of what was estimated although I can't say I'm surprised if this was a publisher set goal as they tend to overshoot though it then affects the developers.

just finished it. hugely disappointing, not just for the price but in comparison to the previous games and dlc... some SEMI spoilers below maybe, no plot major reveals though
i dont like the character. she was intriguing as a support character in d2, and cool as a character/villain in d1, but shes not interesting enough to carry a whole dlc by herself as a playable character
i didnt like the setup. they missed a chance to do something new and a little outside the box by switching things up gameplay wise, but no.. outsider mumbles some random nonsense, and 'oh, by the way, while you were asleep i glued a void-arm and gem eye onto you. lulz, bye' purely so that we could have our void power mechanics. I hated how we're given the setup of a new eye and arm to justify the powers, but i wanted billie to at least acknowledge them more. For the bulk of the story they were completely ignored and irrelivant, and i just feel more could have been done with them.
I didnt like the concept.. destroying the outsider. why? hes so fascinating... i suppose its to set up dishonored 3, but a game without the outsider i think is a mistake. Theres still so much interest there left to tap.
Ultimately i didnt even find the locations all that interesting or creative either. The mine was a really wasted opportunity, the observatory was just reused from d2 im guessing, with bits blocked off (and to be honest, nothing special).. we have ONE.. ONE big open area for two missions... but really, once we've seen it, going back there was pretty boring - didnt even really find it that cool.
I think back to the intriguing story of d2, and the STAGGERINGLY pretty and creative locations we visited... and we got none of ANY of that in this overpriced, low-effort dlc. What a pity.
and the ending was really anticlimactic and not all that well handled or interesting.
it was OK. i wasnt BORED, but for the price it was wayyyy way less than it needed to be, and nothing in this is especially memorable. I find myself wishing that theyd taken a bit of a risk, and left billy without powers and instead gave her a more tool-based skill set, which really could have made things interesting. Not sure i can say anything good about this...? Maybe that it had denuvo and it was cracked pretty quickly, because FUCK BETHESDA?
also.. did i miss something? I got NO closure on billies dreams (arm and eye missing) or the bits the outsider stuck onto her.. i expected it would be a core, major part of the story, but the WHOLE aspect of the core story just went nowhere, leading me to believe it LITERALLY was some random bullshit to explain why she has a couple of powers.

I have to mostly agree with you. I don't know why they dropped the eye/arm plot, especially that they tried to connect it to the main plot of 2 when Billie had them lost. Even commented on it and then boom - nothing. And the ending was a massive dissapointment.
The same goes for the lazy level design. The D2 was perfectly designed for the no powers playthrough and here you had to use the powers :/
Overall 6.5/10
And I hope that is the last of this series, not that I don't like it. I love Dishonored but just I think that is the closed story now.

duuuude, I spent like 1,5h on this mission, knocking out all the guards, hiding their bodies, collecting all the keys to all the safes, cleaning up all the loot and collectables.. he just closed it in 8min
