Although that guy has made it for gaming and I only will use it for video encoding via network / OBS or offline encoding (copy files over via Samba).
I will use Linux, so no need for a graphics card, I will probably only use the GC once for initial BIOS settings and installation, after it boots and runs stable there will be no need for a GPU.
Really it's the best price for performance combo that is also clearly faster than my current PC in video encoding.
The close alternatives were i5-8400 and Ryzen 7 1700, but in the end I decided against it for a better overall package, because that tiny small formfactor is really worth it, IMHO and a nice killer feature to have.

Yes, x265 is a program. You can operate it directly or using ffmpeg that has been compiled with libx265.
I wouldn't go with a hardware encoder. Those are never good. Quality suffers at specific tasks, lack of features (HDR10 is still not properly implemented in nvenc as far as I know), etc.
Sorry my bad, you are doing streams, then its completely different story. I was just saying about H265 that it is really very good quality in certain tasks, especially for very high resolution VR videos or panorama videos what i do in my work (im talking now videos that are 8K or more in resolution, H264 cannot even do that, and Prores file sizes are absolutely insane). Now i will quit this offtopic.
