To get FTP to work behind a firewall you need to forward port 20-21 and define a range of passive ports the server can use if the client is not connecting in active mode. The way to do this is a bit different on every server so you'll have to look it up by your self. Depending on how many users you got, you should probably use a range of ~100 ports.
