I don't see upscaling, I see the temporal AA shit (TXAA?). It produces this kind of terrible uneasiness to the image. I don't even know how to describe it. I hate these new "anti" "aliasing" techniques.

Indeed likewise, they absolutely murder the image quality, apparently they have success because they convey.. a cinematic feeling.
I can't tell what the hell is going on here exactly, it looks like there's a mix of both, but definitely the default visuals feel wrong, almost like in GTA IV when you pressed the "Definition" button.
PC players pissed on yet again but did anyone expect anything different. As long as people keep buying the showers will continue.

It's for the people who saw that this game was shaping up to be a technical mess, yet bought it anyway. And that AI video.
The 30FPS lock is some fucking amazing icing on the cake as well.
The Steam refund policy helps wonders with this. That is why they are trying to salvage the situation with that ridiculous PR "a message to our players" statement. "Don't refund, we will fix it, real proper honest .jpg.exe"
UPDATE [10/6 / 6PM PT]: We currently have a patch running here at the studio that includes 30, 60, and unlimited frames-per-second options in the video menu, among other improvements for the PC version of Mafia III. We’re verifying the patch now to ensure everything is working as expected. If everything goes well, we expect the update to go live this weekend. If they can spit this out so fast now, it really seems that they werent aware that PC gamers want 60+ FPS. Thats baffling and sad.
I doubt they thought "PC probably wants 60FPS we should make a patch for them." They literally were going to keep it 30FPS until the backlash started, then all a sudden it's "Oh hey we're releasing a patch and already working on it"

Again, that might have been plausible if it wasn't for the fact that the preview builds ran at 60 FPS. (with no visible glitches to game physics etc) You can confirm this by watching tons of PC footage that was available before release:
