Skywind has been in development since 2012. Though at the end of 2012 the team decided to build everything from scratch opposed from just porting Morrowind like Morroblivion did.

Never been close to finishing KOTOR 2, KOTOR 1 i've finished 3 times.. same with FO3, just way better than NV imo... Obsidian makes more complex characters and stories, but it can also often get dreadfully draining and boring (overall, some passages can be great). NV i found ridiculously drawn-out (but i managed to finish it).
Doing something super deep and complex is not always optimal, pacing takes huge hit for example.

The story and characters in Kotor 2 is what makes it so damn good. Kreia, Handmaiden, Visa etc. are all "grey" characters in various ways, ie. neither 100% evil or 100% good. And the core of the story is great SW sci fi.

As someone who feels the same about Kotor, I somehow managed to finish New Vegas and... well... I liked it but I liked 3 more

There was never a remake being made in the first place. Bioware Austin made a demo for an internal pitch to EA to make a sequel. EA slapped them and told them to get back to work on making shit for the SWTOR cash shop.
